TecEx was selected to be the project manager, Importer of Record (IOR) and compliance partner to a large technology firm which required a partner proficient in moving high value, large scale technology components cross-border and managing a complete enterprise-grade data centre build from end to end, across two separate sites.

IN BRIEF

The client, a developer and manufacturer of computer software, consumer electronics and related services, needed a specialist team to handle the import of almost US$100million worth of server rack and network equipment in establishing two enterprise-grade data centres in the United Arab Emirates (UAE). Our Operations Centre subsequently enabled complete door-to-door delivery of over 240 server racks and many network shipments from multiple vendors, across multiple geographic locations, into a single country over a three-month period.

IN DEPTH

Each data centre has a purpose-built design, which more often than not requires that hardware is custom-built. This necessitates the sourcing of components from multiple vendors, across a number of countries. The resulting cross-border shipment of high-value moving parts requires precise planning and know-how, together with stringent project management.

One of the challenges facing the software company on this project was synchronising the movement of tens of thousands of high-value technology components. TecEx worked closely with as many as six of the client’s service integrators and hardware resellers to deliver within project timelines, while maintaining a 100% compliance record and ensuring zero damage of goods.

Adding further complexity to the task was the fact that tax and import regulations in the UAE had recently changed and that the 2m tall, server racks required special handling and shipping. Such complexity would ordinarily cause delays in processing the required permits and documentation for customs’ release of goods.

TecEx’s on the ground team managed the process, engaging with in-country stakeholders and liaising to secure timeous and efficient processing of paperwork.

The project was completed in four stages:

  1. Compliance pre-approval and practical pre-planning

    • All certification and licensing requirements were identified and aligned with compliance imperatives.
    • Our operations team secured the required licenses, working directly with the client’s multiple service integrators, managing SOP and timings.
    • TecEx also addressed every fine print element, from how the hardware components were packaged to how they were shipped.

  2. International freight management

    • TecEx engaged with an international freight partner to deliver the components door-to-door from multiple sites to the UAE.
    • This included chartering special airfreight carriers and handlers to move the over 240 fragile, large-scale server racks.

  3. Customs clearing delivery

    • Our delivery included declaring of the goods, in line with legal and customs requirements.
    • TecEx handled all tax-related matters, with entries filed and licensing and permits declared – all in a period of three to six days – to tightly manage service costs and expectations.
    • All the while, a TecEx customs management expert worked on site, managing all customs inspections and processes.

  4. White glove delivery

    • Our delivery included declaring of the goods, in line with legal and customs requirements.
    • TecEx handled all tax-related matters, with entries filed and licensing and permits declared – all in a period of three to six days – to tightly manage service costs and expectations.
    • All the while, a TecEx customs management expert worked on site, managing all customs inspections and processes.
