Importing Modular Data Centers
A manufacturer of modular data centers needed to deliver several units to their end customers in the Middle East and Northern Europe. Each unit is a prefabricated modular data center, the size of a shipping container, and arrives fully configured, enabling customers to run sovereign AI and edge computing at remote sites such as mines, oil and gas facilities, and offshore platforms.
With the main sea route into the Gulf closed due to regional conflict, the client needed a partner that could do more than just help these modular data centers clear customs. TecEx took on the project, ensuring trade compliance while optimizing the routes into the Gulf, so that every unit arrived on time and intact.

The Challenges
Our Solution
With the usual sea route into the Gulf closed and each unit being imported containing high-value components, this project needed more than a customs clearance solution.
We had to rebuild the supply chain around the disruption, protect the cargo in transit, and keep every unit compliant from export to final delivery. As specialists in complex technology imports, we knew we needed to:
- Find alternative, efficient routes into the Gulf,
- Compare sea freight, breakbulk, RoRo, flatrack, and all-road options for every lane,
- Advise on export control classification and documentation for the GPU-dense unit,
- Act as Importer of Record (IOR) in each destination, so the client did not need a local entity,
- Coordinate secure warehousing and staging in line with each site’s readiness.
The Result
“Moving high-value container-sized data centers full of high-value hardware is complex at the best of times. With the main sea route into the Gulf closed, our team rerouted every shipment, kept each one fully compliant from export to final delivery, and got the units to site ready for deployment.”

Modular Data Center Deployments: Shipping Modular Data Centers
When regional conflict disrupted shipping routes, we took the initiative to develop a plan and identify the most efficient alternative route. Once we had found the best alternative routes, we used overland trucking to each final destination, while cargo security and handling were maintained throughout the process.
Modular data center containers are heavy, contain fragile integrated electronics, and are classified as dangerous goods. For each lane we imported, we compared sea freight, breakbulk, RoRo, ocean flatrack, and all-road trucking, including a direct Ireland-to-UAE road option. We then chose the best balance of transit time, cost, and cargo protection for every unit.
Compliance also begins before modular data center units even leave their point of origin. With some units containing GPU-dense AI racks, TecEx ensured that all documents and compliance requirements were in place so that all modular data center containers would clear customs on time. From origin to site, here’s how we got each modular data center to its final location:

Prepared the export documentation and classified the GPU-dense units under US export controls.

Redesigned the route into the Gulf.

Shipped the units from the USA and Ireland.

Acted as Importer of Record, cleared the units into KSA, the UAE, and Norway.

Trucked the units overland.

Held the units in secure warehousing until each site was ready.
This project demonstrates how TecEx goes beyond customs clearance. When geopolitical disruptions closed a key trade route, we redesigned the supply chain around it, so our clients could still deploy critical infrastructure on time and in compliance, even when faced with export controls and in some of the hardest-to-reach regions.
Why are Modular Data Centers Powering Remote AI Deployment?
Remote and hard-to-reach locations such as mines and oil and gas facilities have very little existing infrastructure. Therefore, bringing AI capabilities to these sites through traditional data center deployments requires a lengthy build-out before they eventually come online.
Modular data centers are prefabricated, which changes the entire timeline. Compute, networking, storage, and even GPU-dense AI racks are built and configured before shipping, so that when the units arrive at their destination, the customer’s AI capabilities can go live even sooner. In effect, it’s plug-and-play IT infrastructure, with lower labor costs, factory-tested quality, and overall fewer risks.
The challenge, however, comes in when getting it there. For example, whether an OEM is selling modular data centers into a new market or an end-user is buying a unit, the same hurdles will be present: the units are large, advanced computing hardware is subject to export controls, and every country has its own import rules.
Once the units clear customs, getting them to site is the next challenge. Moving a unit this size requires planning routes around narrow roads and weight limits, especially in remote areas with limited infrastructure. And because each modular data center houses all its equipment in a single unit, it’s heavy to lift off the truck and needs specialized equipment and handling.
Let TecEx Get Your Modular Data Center to Where It Needs to Be
Getting a modular data center on-site requires more than customs clearance. It takes export advisory, freight planning, import compliance in every destination, and careful handling right through to final delivery. TecEx has the expertise and experience to manage the entire journey, providing a single point of contact.
This project shows what that looks like in practice. When regional conflict closed a key trade route, we redesigned the supply chain around it.
Whether you build modular data centers or need one delivered to a remote site, TecEx can help you get plug-and-play IT infrastructure where it needs to be, compliantly.
